reorganize the script files #15

This issue is used to track the scripts files in the current repo. I would suggest we create a new folder called artifacts_pldi22 and move all bash and python scripts to the folder. In this way, we don't need to pollute the root folder of the repo.

would be nice if the repo can be organized so that "pldi22-artifact" is just a release tag and nothing more. one way to do this organize scripts based on their function, e.g., scripts for running experiments may be placed inside the folder that hosts the experiments-related code...

I think everything related to the artifact can be put into https://github.com/quantum-compiler/quartz-artifact so we can safely delete them in this repo.
