duplication of LIBSSL install

there are two same args in validator node install, guessing from declaration one should be DEV arg?

openssl gets updated to 3.0.2 ver later so maybe it would be good idea to use it directly:

@adedkov knows better if we can use openssl_3,0,2 from distro repos directly

There is no simple way to use outdated openssl version, because it will always be overwritten by distro package of higher version

Anyway, if it works even with overwritten openssl_3,0,2 I do not see any obstacle to remove openssl_1.1.1f from installer, because now it looks it even never get used.
