Bump `pre-commit` and add `clang-format` and run over all files #242

Fixes #241. I found that https://github.com/pre-commit/mirrors-clang-format worked out of the box without dependencies, unlike https://github.com/pocc/pre-commit-hooks. This means we're using clang style rather than Google. A lot of formatting changes, but this means it will just automatically apply in future.
