[Refactoring] group RB and XEB code into a seperate directory #6597

This PR does one thing and that is to group RB and XEB under a new directory -in a way that preserves the files' histories- while fixing references to it.

the PR fixs the docstring of the GridParallelXEBMetadata class
adds a README.md file to the new RB/XEB directory
split qubit_characterization file into tomograph & randomized_benchmarking
