Missing decompositions in first quantizated bloqs

• [ ] UniformSuperpositionIJ: standard state preparation with an equality test for i and j.
• [ ] TUV superposition (state preparation + flags for weighting of state preparation)
• [ ] PrepareT: uniform superposition over 3 basis states and the PreparePowerTwoState (very simple construction, just controlled hadamards #237)
• [ ] PrepareMuUnaryEncodedOneHot, a unary encoded state, straightforward but requires controlled hadamards #237
• [ ] PrepareNuSuperpositionState: Hadamards and controlled hadamards #237
• [ ] FlagZeroAsFailure: controlled Toffoli gates
• [ ] TestNuLessThanMu: Convert mu to one hot unary using cnots, controlled Toffoli,
• [ ] TestNuInequality: Some bit shifting, sum of squares (#485) , multiplication (#485), inequality test using out of place adder
• [ ] Allow for amplitude amplification (arithmetic / comparator isn't inverted at zero Toffoli cost and performed twice)

These are all fairly small, easily tested circuits which require little knowledge of the algorithm so good targets. The exception is the TUV preparation which is a little involved.
