Update `choosing_hardware` docs #614

Update this page to recommend multi-GPU simulations using NVIDIA's cuQuantum.

Also update this page with instructions for setting up cuQuantum Appliance.

@95-martin-orion Thanks for your help with this! I see that the text on https://quantumai.google/qsim/choose_hw has been updated, but the flowchart is still the old one.
