Framework release: test that the release pull requests are opened from quarkus-qe repository #1179

The release action can only be triggered for PRs from quarkus-qe/quarkus-test-framework repository, as it contains secrets. It makes sense to have a CI action that would turn the PR red if the origin is wrong.
