Add a [BRANCH] prefix when the PR does not target the configured default branch #402

If the branch is not the default branch (that would need to be configured maybe, see quarkus-quickstarts where the default branch for PR is not the actual default branch), automatically add a [BRANCH] prefix to the PR title.
