DevServices: Exclude from PROD builds #22826

I need to include some dependencies in my extension to start-up a PostgreSQL instance.

The dependencies are however only needed for quarkus:dev to re-use DevServices features.

It would be nice to be able to exclude the dependencies from a PROD build.
