Enhance Quarkus docs vale rules to fix false-positives and enhance content quality

Description

Vale can help improve content quality by reducing the editing effort and PR churn to fix grammatical and critical style issues.

Today Vale is running on PRs in non-blocking mode. However:

• Contributors have reported a number of false positives that create noise in a PR.
• Doc editors are raising PRs to fix issues that Vale could highlight much earlier on.

This issue tracks another iteration of enhancements to the Vale implementation to identify the top false positives and fix them. Plus to add some further rules to address the most common issues that need to be fixed.

Implementation ideas

• Review PRs tagged with .
• Ask the community folks to provide input on the most annoying false positives to fix.
• Identify the most common style/grammar issues that editors fix.
• Fix false-positives.
• Add new required rules, ensuring that they don't add unnecessary noise that could potentially prevent a contributor from contributing.
