ADS7924 monitor hardware questionable #142

The ADS7924 hardware setup seems mostly broken (https://github.com/sinara-hw/Booster/issues/366 and maybe others). Supply monitoring had to be disabled and now it's unable to protect against out-of-range supply voltages or transients. But we still need it to be accurate for bias current monitoring and tuning. This needs to be fixed in hardware and the reliability of the current measurement and the fix need to be confirmed. @hartytp will explore some fixes and check whether they prevent the glitches and make the monitoring ADC work reliably https://github.com/quartiq/booster/issues/130#issuecomment-766768445
