This PR updates miniconf, minimq, and smoltcp to use the latest versions of each. This specifically impacts thermostat in the following ways:

DNS is used for broker mqtt now instead of static IP address
A STATIC_IP can be assigned to thermostat at build time using the STATIC_IP environment variable

TODO:

[x] Report thermostat metadata on the alive topic.

Note: I do not have a thermostat to test these updates with. These changes are mostly taken verbatim from stabilizer source code.
