I suggest that it should be possible to set the anonymisation option from the yaml header -- currently, the user needs to jump into _extensions/quarto-journals/acm/acmarttemplate.tex and then change \documentclass[manuscript,screen,review]{acmart} to \documentclass[manuscript,screen,review, anonymous]{acmart}
E.g. I'm currently writing up a submission for CHI'23 where submissions are required to be anonymous.
