Add devcontainer to this repo

Adding devcontainer might be beneficial for testing and showcasing this template. We can bundle Quarto and users may be able to test this extension in their Codespace or Docker.

I wonder if this format is the best place to showcase that feature.

It was inspired by https://github.com/coatless/quarto-webr I think each extension can be tested using this setup and users can experience how each extension works in their Codespace right off the bat.

I think it's a good idea! It's just that if we're going to do it, we either do something that's specific for acm, or we figure out how to do it properly, and do it for all extensions in quarto-journals (otherwise, it will confuse users who might not understand why this extension in particular is using that feature)

I'm going to leave this open, we can talk about it in our weekly meetings (unfortunately I won't be able to attend tomorrow) and figure out the best way to do it.
