Use IANA as the vocabulary base for did:jwk #19

This PR removes the context dependency on JWS 2020.

Note that this will generate a "different RDF type" for JsonWebKey2020.... but does that really matter?

Maybe not, since DID Core did not define the RDF type for JsonWebKey2020.
