More nimble dev environment #10

Can we structure so it's possible to spin up a local dev environment without having to have the full stack local (esp stockfish engine)?

Yes. In fact, already possible.

I've expanded the documentation to include instructions for:

  1. website frontend
  2. backend
  3. python (offline)
