ccm-fetch and ccm-initialise: log to file/syslog #126

because ccm-purge is not cleaned up, it's very hard to add it in its current form

do not merge this yet. the log file is created with 644, but as this is ccm-fetch, it can contain sensitive data, so i'll need to restrict the permissions on the logfile

@ned21 logfile permissions are now set to same as the cache_root
