ccm-purge: Fix cleaning up $CacheDir/data #199

Make sure ccm-pruge uses the same URL encoding method as Fetch::Download, to avoid removing URLs which are in fact still valid.

Fixes #124.

@jrha Sorry I've been out of the loop for a while. What are the current release plans? I've labelled this one 18.12 since it would be nice to get this simple fix in sooner rather than later.

Thanks, we've been bitten by this bug too often.

@ned21 I've been very sidetracked with other responsibilities, but should get the release out this month.
