ncm-network: re-evaluate single vs double quoting #1097

the ifcfg files are bash scripts, using variables in the values of previously existing varaibles might just work; but orderingis very impoartant

at least the OVS_EXTRA sometimes holds the devicename for an ovs bridge

i'm removing the milestone. switching obviously and making sure that only switcing from the legacy single quote format to double quote does not trigger a network restart. if someone has actual issue with this, i can spend some time on it.
