Reinstate `warn_is_ok = 0` / remove `set_caf_file_close_diff` #161

To quickly resolve issues wrt new FileWriter / new 1.54 build-tools, warnings were allowed again; and the set_caf_file_close_diff function was added again. These should be reset in 1.55 again
