ncm-ncd errors before executing components are silently ignored

Since ncm-cdispd doesn't log ncm-ncd output, errors (and any message) occuring in ncm-ncd itself rather than in components are lost... One known example it the list of components that will be run by ncm-ncd, another one more annoying are errors like circular dependencies preventing the correct execution of components. And because ncm-ncd has not yet initalized the reporter, the error is not in /var/log/messages either...

As discussed in quattor/ncm-ncd#30, logs are scattered but available. And they are in syslog, so we won't be able to put much effort into this.
