Set check-noquattor to true by default #100

It looks like ncm-metaconfig has support for the setting that is needed to retain the current behaviour so I am fine with this.

@ajf8 @jnovy - we need to make sure we have latest ncm-metaconfig and deploy an updated configuration file for ncm-ncd with it before we can use version 16.12 of ncm-ncd.
