switch log_world_readable default to 0 #93

option was introduced in with default 1 for legacy reasons, but it is not a smart thing to set (it's also 0 by default in ccm)

The config can be set (in ncm-metaconfig and interpreted by ncm-ncd) from 16.10 onwards.
