switch default verbose_logfile to 1 #94

verbose_logfile was introduced with default 0 for legacy reasons

Discussed at March 2017 workshop, concensus was that the verbose logging information should only appear in the component log files (i.e. /var/log/ncm/component-*.log) and not in ncm-cdispd.log, /var/log/ncm/ncd.log or syslog.
