Document the use of VOConfig to generate VO templates #258

As discussed in https://github.com/quattor/template-library-grid/issues/201, the plan is to remove VO templates from the template library and turn them into site-specific templates that a site can generate and maintain with VOConfig task from SCDB (to be rewritten as an independent tool).

Replacement tool implemented in https://github.com/quattor/tools/pull/18, documentation should still be updated.
