The version of rpmlint shipped in EL9 contains a rule-set which is impossible to satisfy with our builds.
I have added the latest release (2.4.0) to our EL9 externals repository which allows for easier configuration.
This PR adds configuration for this version and allows build_all_repos to use the config if 2.4.0 is installed.
It is likely that future releases of rpmlint will work perfectly with this configuration, but we'll burn that bridge when we get to it.
