This is a problem, as NSF does not have an internal group. Change the code so that no group cn is possible, and if so, fall back to the external URL.

So, for now, you can't unselect a group cn from a partner, which is kind of a problem. Moving this to a refactoring issue and removing from site redesign milestone.
