Various Fixes

• [x] Force the decimal encoding to use a '.'
• [x] Limit strings to 256 characters
• [x] Limit arrays to 10 items
• [x] Fix nested dictionaries being dropped in the encoding process

This fixes the deciaml encoding in non-English applications. Test via:
