Double connections #9

When running the bootstrap server of c397b94b870a134d2c7ebbd954e21322b477f4f0 with min/max/pool 5/10/8, there is sometimes a node with 9 USNs, but there are only 7 other nodes in the network. Some of them must have double connections!

Seems to be a problem of the downstream neighbour: when analyzing the network based on the downstream connections, there are no double ones. Some workers don't seem to be cleaned up properly on the downstream end; the connections aren't there.
