new kind DoseEquivalentRate and unit milli-Sievert-per-hour

GS1 (https://github.com/gs1/EPCIS/issues/248) needs:

• a new quantitykind:DoseEquivalentRate, vector A0E0L2I0M0H0T-3D0. GS1 calls that "Effective dose rate", which can be added as an altLabel
  • There already is quantitykind:AbsorbedDose, which is closely related to quantitykind:DoseEquivalent but not the same. As unit:SV says "Although the sievert has the same dimensions as the gray (i.e. joules per kilogram), it measures a different quantity. To avoid any risk of confusion between the absorbed dose and the equivalent dose, the corresponding special units, namely the gray instead of the joule per kilogram for absorbed dose and the sievert instead of the joule per kilogram for the dose equivalent, should be used."
  • they are both skos:broader quantitykind:SpecificEnergy
  • I propose to add links skos:related (or rdfs:seeAlso) between them
  • Same links between quantitykind:DoseEquivalentRate and quantitykind:AbsorbedDoseRate
• a new unit milli-Sievert-per-hour

@mgh128 reports: both unit:MicroSV and unit:MicroSV-PER-HR have quantitykind:DoseEquivalent.

unit:MicroSV-PER-HR should have quantitykind:DoseEquivalentRate.
