Add unit `Kilo-FT3` #741

My first shot at adding Kilo-FT3. I believe I might have gotten the symbol and ucumCode wrong and would love more guidance on that.

Likely early next week, with the next Release, for the dereferenceable URI. If you import the files into your local environment by cloning or forking this repo, it is already there. Let me know if you are desperately waiting for the dereferenceable URI!
