Fix exceptions - Githubissues

CHANGES

Added custom exception classes for all necessary classes
All missing exception throwing is added
Added a universal "adcs_exception" class for easier debugging of failure messages"

REASON Exceptions should be thrown when necessary

TESTING Unit tests now pass (no controller) but all controller based things will fail until the polling time is accounted for.
