Reaction Wheels - Create STM32 Firmware

Motivation/Description ⛰️

The ADCS MCU requires firmware to control the reaction wheels. It should be able to get an input from the ADCS OS with the desired parameters to set the reaction wheels, and it should send this info to the controller board.

• [ ] Complete https://github.com/queens-satellite-team/adcs/issues/49 and https://github.com/queens-satellite-team/adcs/issues/50
• [ ] Review the ADCS MCU FW and Reaction Wheel software documentation to understand the requirements for the FW
• [ ] Develop Firmware following above requirements and definitions to control the reaction wheels via the STM32 MCU.
• [ ] Test the above firmware to ensure it works properly
• [ ] Update both documents linked above with any and all applicable information on the implementation and decision justifications
• [ ] Upload all changes to GitHub (this should be done periodically to a staging branch as well) @Aidan-Sheedy can review.
