ADCS - Clean up GitHub repository #64

Motivation ⛰️

The ADCS repo hasn't been updated in 2 years. This needs to be cleaned up and prepared for development for this years designs.

Next Steps 🚶

[x] move deprecated code to an archive
[x] create a file structure for this new development
[ ] find any missing ADCS related code and add it to the archive

Currently waiting to hear back from Ry Cyna about the updated Simulink simulation code.
