adcs-66 - Create initial interface definitions for the control code

CHANGES

• Added three interface files: 1. def_interface.hpp describes the minimum interfacing required by the control code 2. sim_interface.hpp describes the specific interface required by both the control code and simulation 3. interface.hpp provides a method of accounting for multiple interface definitions and allows a single header to be included by source files that need the interface
• Added an initial python wrapper that demonstrates how the actuator class can be used in Python (see https://github.com/queens-satellite-team/adcs/tree/master/python-boost-tutorial for details)
• updated the file structure for easier development

REASON

• Interface files are required for working between the simulation and the control code

TESTING None - am not able to try building any source code yet. No testing should be necessary yet as this is purely to unblock work that needs the interface definitions.
