ADCS MCU - USB design and selection. #99

Motivation/Description ⛰️

The MCU needs a debug communication and power port.

Next Steps 🚶

[ ] Review the USB implementation on OBC V1.
[ ] Review how the STM32 dev board uses USB
[ ] Create a circuit diagram for the ADCS MCU USB based on the above findings. This should be stored in the ADCS Teams and the ADCS GitHub.
[ ] Update the ADCS MCU documentation when complete.

A circuit diagram of the USB circuit has been created in the GitHub and the ADCS Teams channel. This is a working document, and is not expected to be complete.
