Voltage converter circuit testing #16

Motivation ⛰️

We need to test last year's voltage converter circuit in LTSpice.

Next Steps 🚶

Provide a list of steps for someone to complete in order to finish the issue.

[ ] Build the circuit in LTSpice using last year's components
[ ] Test that it works in the simulation

Definition of Done 💯

This circuit works as expected and the 5V input from EPS can be converted to 3V3. We have proof that this circuit is functional.
