YML main inventory file and add vagrant conf

• adding vagrant config and vm inventory for testing

had to update managing of webhooks secrets so the playbooks will run against the vm.

secrets are in the host_vars/tachikoma/secrets file already, previously committed. Please reach out me here, to me on the discord as MattA or any other means to acquire the vault password.

This PR yields a usable vm which is configured as tachikoma. The playbooks ought to run as intended on tachikoma as well.

I've run playbooks/all.yml against tachikoma with no errors. the main site, status page, and wiki all are working.
