Created config file for system settings

[quellus]

We now have a file that stores system settings so we can still save things that don't belong in the profile save.

The system settings file is currently storing:

• Input Device (exclusive to system settings)
• Threshold (in profile and system settings)
• Input Gain (in profile and system settings)
