Slice time distributing is not working. #19

Hi, I have set up a little test server with around 1000 chickens. The mean tick time is around 30ms but nevertheless the enitys are slowed down to minimumObejcts no matter how big the sliceMax of the world and group is (except 0 but then the ticktime is very high of course).
