Get module header comments from the RNG File #7

Need to get the module header comments from the input RNG file. We can't assume 
that the input is an OASIS-defined module.

Implemented getting of header comments from root a:documentation element in RNG 
files. Added runtime option to put each line of the documentation in a separate 
comment or leave it as is.
