Allow saving and restoring state for a running Windows VM #1269

Expected behavior

I'd like to be able to use 'savevm' to save the state of my running Windows 11 VM.

Actual behavior

Additional context

Looking at the quickemu code, migratable=no is always set for Windows guests. But it seems that setting tsc-frequency to a fixed value should allow migration.

This isn't exactly the same issue as #1261, which has to do with EFI firmware instead, but it should be tracked alongside it.
