feat: enable project discussions and wiki links for contributors #204

The links in the CONTRIBUTING.md get 404 or just go to the project home. It would be preferable to either enable and link to repository-level wiki and discussion or to repoint references to the relevant project-level discussion and wiki

My suggestion would be no wiki (or a separate repo-level wiki if there's enough ) but discussions
