Add Inbound tx witnessing logic #5

As a: user I want: Send transactions sent to a Interchain deposit account to be witnessed and handled on chain So that: We are able to undertake the delegation workflow

[x] Send transactions to deposit accounts are witnessed and actioned

Current state is that these requests are now witnessed.

Next step is to act upon event.

Flow will be:

[x] witness
[x] determine destination of funds
[x] ensure tx fees are handled
[x] send fees
[x] redeem
[x] stake

How do we determine destination of funds.

Some bin packing algorithm. Initially, 1 per bucket, and then fill the emptiest? or split equally?

what happens if we already have a matching delegation?
run some simulations?

Aside:

Do we need to care about tx fees? Relayers will pay these...

Bar some tests, this logic is functionally working, and operational :)
