By default, build artifacts from GitHub Actions expire (30 or 60 days, something like that). Releases do not expire.
It would be nice to provide a debug executable with each release so users can help us debug issues they find on that specific release. For example right now there are a few issues with 2.4.0, but the debug artifact for that build has since expired.
