We should probably also change the default branch to 3.0.13 or 3.1.5.0 after we're done with the release process

I know we'll probably fail CIFuzzer, but do we care about external-test-pyca?

We should consider removing the fuzzer that isn't running. I'm not sure what's up with pyca, I suppose if we can't figure it out we can stop caring.
