Yes, except for the typical ones: i.e. VERSION.dat, CHANGES.md.
It does appear that there was a regression upstream in 3.0: https://github.com/openssl/openssl/issues/19388 Seems to be related only to signing certificates, and not to protocol processing. Not sure it matters for QUIC.
Upstream is pulling 3.0.6.
