remove probing concept and text on migration #389

fixes #347 and some left-over on migration that do not apply anymore

This PR is a bit of a left-over clean up from PR #292, however, there is a normative change here to say that an endpoint MAY close a path after idle time out. This is connected to issue #397 that I think we should discuss at the meeting first.

I guess I could split up this PR in two and merge the more editorial paths first but not sure that is needed...?

I propose to merge this PR with a MAY for now and then work on a separate PR for issue #397 which would likely rework this whole section and might remove the use of the idle timer and the normative language in this section entirely. Okay?
