Logging spin bit policy #399

I agree with @LPardue here that this is not something we should standardize here, though I'm also not 100% opposed to it if people contribute text.

Personally, I feel this should better be punted to if/when something like the Loss Bits proposal (https://datatracker.ietf.org/doc/draft-mdt-quic-explicit-measurements/00/) is adopted/RFC'd, so it can be tackled in 1 go.

Would you be willing to contribute text @hlandau? Otherwise, we will close this with no action.

I think this can be closed for now. The amount of text that would be needed for it isn't congruent with the limited value I suspect. Can be revisited for draft-mdt-quic-explicit-measurements.
