Make it project-aware (tlconfig) #3

Right now the thing works like a basic linter which has no idea of your project settings or how does it look like. This worked for me since I'm really just hacking on the Teal compiler by myself or writing really basic scripts, so for doing #1 I'd really need this feature.

After investigating a little bit more it looks like bundling the tl module and using it directly was a really, really, really bad idea. 😕

The API is way to low to work with. I wish I could do the change to interface with the tl CLI directly but I dropped programming altogether. If anyone wants to do it and maintain the project I'm willing to give it.
